LastBar partner agreement

Version 1.0, of 3 November 2026. It is accepted when you apply for access, and takes effect when we approve your application. Questions: info@clc.agency.

Version 1.0, of 3 November 2026.

This agreement is between CLC Agency, which runs LastBar, of info@clc.agency ("LastBar", "we"), and the organisation named in the application for access to the LastBar API that accepts it ("the Partner", "you"), with the registration number and the address given in that application.

How it is made. You accept this agreement by ticking the box that says so on the application at https://lastbar.online/developers/apply, and the person who does so confirms that they may accept it on your behalf. We accept it by approving your application. It takes effect on the day we approve it ("the Effective Date"). We keep, as the record of your acceptance, the version you accepted, the name, role and email of the person who accepted it, and the time and the IP address it was accepted from.

Schedule 1, the Purpose and the keys. What you told us in your application (what you will use Coverage Data for, and what you will send), and the keys we issue to you with their scopes and limits, which GET /me gives, form Schedule 1 of this agreement.

1. What this agreement is for

1.1 LastBar runs a map of mobile-network coverage made from readings that the phones of its users take ("the Service"). We offer an application programming interface at https://lastbar.online/api/partner/v1 ("the API") through which you may (a) receive aggregated coverage data ("Coverage Data") and (b) send us readings of mobile signal, and reports on points of interest, that your own devices or users took ("Contributed Data").

1.2 This agreement sets out how you may use the API, what you may do with Coverage Data, and what you promise about Contributed Data. The documentation at https://lastbar.online/developers ("the Documentation") describes the API and forms part of this agreement as it stands from time to time.

1.3 Which of the two you may do, and within which limits, is set by the keys we issue to you (clause 3). Nothing here obliges you to send any Contributed Data, or us to accept it.

2. Fees

2.1 Access to the API is free of charge under this agreement. We may propose fees, or tiers of access with fees, in future; any fee applies only once both of us have agreed to it in writing.

3. Keys and limits

3.1 We issue keys to you: live keys (lbp_live_…) for real data, and test keys (lbp_test_…) that answer from a fixed sample and store nothing you send. Each key has scopes and limits (requests, rows, countries, carriers, areas, resolution, fields, how far back, and what may be sent), which GET /me tells you.

3.2 You keep your keys and signing secrets confidential and on your own servers. You do not put a key into software that others can read, such as a mobile app or a web page, and you tell us at once if a key may have been exposed, so that we can revoke it. You are responsible for every request made with your keys.

3.3 You do not try to go around the limits of a key: by using several keys together for one purpose, by sharing a key with a third party, or by any other means.

3.4 We may change the limits of a key, raise them where your Contributed Data proves reliable, suspend a key, or switch the API off for everyone for a time, for maintenance, for security, or where we reasonably believe this agreement is broken. Where we can, we tell you first.

4. What you may do with Coverage Data

4.1 We grant you a non-exclusive, non-transferable, non-sublicensable, revocable licence, for the term of this agreement, to use Coverage Data within your own products and services for the purpose you described in your application ("the Purpose"), or as we later agree with you in writing.

4.2 Wherever you show Coverage Data, or anything made from it, to anyone, you show the attribution "Coverage data © LastBar contributors (https://lastbar.online/)", legibly and close to it, with a link to https://lastbar.online/ where the medium allows.

4.3 You do not: (a) sell, license, rent or give Coverage Data, as data, to anyone, or make it available in bulk; (b) use it to build or feed a coverage map, dataset or API that is offered to the public or to third parties as such, or that competes with the Service; (c) try to identify any person or device from it, or combine it with other data for that purpose; (d) use it for any unlawful purpose, or to track or profile people; (e) remove or hide the attribution.

4.4 Coverage Data is the property of LastBar and is protected as a database and by copyright. Nothing in this agreement transfers any right in it to you beyond clause 4.1.

4.5 Points of interest that the API gives are from OpenStreetMap and LastBar's users and are licensed under the Open Database Licence (ODbL); where you use them, you comply with that licence and its attribution "© OpenStreetMap contributors", besides this agreement.

5. Contributed Data

5.1 You promise that, for all Contributed Data: (a) it was measured or observed by devices or people you are responsible for, as and where it says, and is not made up, altered or copied from any other source; (b) it was collected lawfully, with the informed consent of the people whose devices took it where the law requires consent, and with notice to them that it is shared with LastBar for a public coverage map; (c) it contains no names, telephone numbers, account numbers, device identifiers of a manufacturer or network (such as IMEI or IMSI), or other information that identifies a person, beyond your own identifier of a device, which is not to be one that others could tie to a person; (d) sending it to us breaks no agreement with, and no right of, anyone else.

5.2 You grant LastBar a perpetual, irrevocable, worldwide, royalty-free, non-exclusive licence to store, review, combine, modify, publish and sublicense Contributed Data, and what is made from it, as part of the Service and of what LastBar offers to others, including under open licences for points of interest. The licence survives the end of this agreement for Contributed Data already combined into the map.

5.3 We review Contributed Data before it is used. We may accept it, accept part of it, or reject it, decide how much it counts toward the map, and remove it at any time, without giving reasons beyond those the API reports. We tell you, through the API, what became of what you sent.

5.4 Where you learn that Contributed Data was wrong, or collected without the consent clause 5.1(b) requires, you tell us at once, so that we can remove it. Where a person asks you to have their data removed from LastBar, you pass the request to us with what lets us find it.

6. Privacy and data protection

6.1 Coverage Data is aggregated: each cell summarises what at least two phones measured, and carries no device identifier and no time of day. It is not intended to be personal information. You do not try to make it so (clause 4.3(c)).

6.2 Where Contributed Data is personal information under the law that applies, you are responsible for having a lawful basis to collect it and share it with us, and we process it as described in the privacy policy at https://lastbar.online/privacy.

6.3 We keep a log of the requests made with your keys (time, endpoint, parameters, rows, status, IP address) for 30 days, and totals by day for longer, to run the API, enforce limits and resolve disputes.

7. Security

7.1 You use the API over TLS only, send keys only in the Authorization header, and sign your pushes where your key requires it. You may limit a key to your own IP addresses, and we recommend it.

7.2 You do not probe, scan or load-test the API, or try to reach any part of the Service beyond what the Documentation describes, without our written consent.

8. Changes to the API

8.1 We keep version 1 of the API backwards compatible: we may add endpoints, fields and formats, but do not remove or change the meaning of what is there without notice. A breaking change comes as a new version, run beside the old one. Anything we mark deprecated is kept for at least six months after we announce it in the changelog of the Documentation and by email to the contact in clause 12.

8.2 Changes to what the data means (how quality is worked out, the delay before data is released, the minimum of phones a cell) are announced the same way.

9. No warranty

9.1 Coverage Data describes what phones measured in the past. Coverage changes with the weather, the time, the device and the network; an empty area does not mean there is no signal. Coverage Data is not to be relied on for safety of life, and you do not present it to your users as a guarantee of coverage, or as a means of reaching emergency services.

9.2 The API and all data are provided "as is" and "as available". To the extent the law allows, we give no warranty of accuracy, completeness, availability, fitness for a purpose, or non-infringement.

10. Liability

10.1 To the extent the law allows, neither of us is liable to the other for indirect or consequential loss, loss of profit, revenue, data or goodwill, arising from this agreement.

10.2 As the API is free, our total liability under or in connection with this agreement is limited to ZAR 1 000 (one thousand rand).

10.3 You indemnify LastBar against claims of third parties arising from Contributed Data that breaks your promises in clause 5.1, or from your use of Coverage Data in breach of clause 4.

10.4 Nothing limits liability that the law does not allow to be limited.

11. Term and termination

11.1 This agreement runs from the Effective Date until either of us ends it by 30 days' written notice to the other.

11.2 We may end it, or suspend your keys, at once by notice where you break clauses 3.2, 3.3, 4.3, 5.1 or 7.2, or where the law or a regulator requires.

11.3 When it ends: your keys stop working; you stop using Coverage Data and delete it, and any copy of it, within 30 days, and confirm that in writing, except what you must keep by law; clause 5.2 continues for Contributed Data already combined into the map; and clauses 4.3, 4.4, 5.2, 9, 10, 11.3 and 13 survive.

12. Contacts and notices

12.1 Notices under this agreement are given by email: to LastBar at info@clc.agency, and to the Partner at the email address given in its application, or a later one it tells us, which it keeps up to date. Technical changes and deprecations are announced to the same address.

13. General

13.1 This agreement, with the Documentation, is the whole agreement between us about the API, and replaces anything said or written before about it. The terms of use of the LastBar app do not apply to your use of the API.

13.2 A change to this agreement is valid only in writing agreed by both of us, which may be by your accepting a new version of it online, except changes to the Documentation as clause 8 allows.

13.3 You may not assign this agreement without our written consent.

13.4 If a part of this agreement is found unenforceable, the rest stays in force.

13.5 This agreement is governed by the law of the Republic of South Africa, and the Western Cape Division of the High Court, Cape Town, has jurisdiction.
